The Vaccine Innovation Prioritisation Strategy (VIPS) represents an unprecedented three-year collaboration between the Gavi Secretariat, World Health Organization (WHO), Bill & Melinda Gates Foundation (BMGF), United Nations Children’s Fund (UNICEF) and PATH– known as the VIPS Alliance - to develop a single integrated framework to evaluate and prioritise vaccine product innovations and to drive these innovations forward.

Innovative approaches are needed to help to address immunisation barriers and achieve immunisation coverage and equity goals. Vaccine product innovations offer important means to simplify logistics, increase the acceptability and safety of immunisation, minimise missed opportunities, and facilitate outreach. There is increasing recognition of the need to employ targeted solutions to extend vaccine access to reach the unreached.

The VIPS process involved in-depth research, stakeholder consultations, and development and application of a methodology capable of evaluating a variety of technologies at different stages along the product development pipeline continuum. The work required understanding countries’ needs to consider the expected financial and non-financial impacts of innovations; developing common principles across the Alliance to assess the long-term benefits of product innovations; and convening a platform of stakeholders to articulate a clear and aligned perspective on priority innovations.

By prioritising innovations in vaccine products, the goal of VIPS is to provide greater clarity to manufacturers and partners to inform and influence investment decisions. VIPS outcomes also represent a first step to mobilise key decision-makers and funders and chart a strategic pathway forward for the prioritised innovations.

The VIPS – Vaccine Innovation Prioritisation Strategy – process concluded in May 2020 with a decision to prioritise 3 innovations / approaches for which the Alliance will engage in to advance development, policy and access:

  • Upstream novel delivery device – Microarray patches,
  • A combined formulation, regulatory, and novel programmatic approach to vaccine management – Heat stable and Controlled Temperature Chain qualified vaccines, and 
  • An implementation/system innovation – Barcodes on primary packaging

The next steps for the VIPS Alliance are to define end-to-end strategies for the three prioritised innovations, including developing clear action plans to accelerate their advancement to uptake and impact.

The EAC is a regional intergovernmental organisation of 6 Partner States: the Republics of Burundi, Kenya, Rwanda, South Sudan, the United Republic of Tanzania, and the Republic of Uganda, with its headquarters in Arusha, Tanzania. It is home to 177 million people, with a land area of 2.5 million square km  and a combined GDP of US$ 193 billion (EAC Statistics for 2019).

The work of the EAC is guided by its Treaty, which mandates Partner States to collaborate and deepen integration on political, economic, social and cultural dimensions with a view to improve the quality of life of the citizen. It is under this framework particularly Article 118 of the Treat authorizes the Partner States to cooperate with eventual integration on Health. This how the EAC formed the Regional Centre of Excellence for Vaccines, Immunisation and Health supply Chain Management (EAC RCE-VIHSCM). The RCE works closely with EAC Expanded Program for Immunisation (EPI), National Medical Stores, the National Drug Authorities  and, the public universities and other Supply Chain Management (SCM) leaders to find innovative solutions to solve existing and emerging challenges to immunisation and health supply systems in the region.

The creation of this community of practice (CoP) with support from WHO TechNet-21 is thus a vehicle to institutionalise closer collaboration especially in the face of COVID-19 onslaught. This will help the EAC counter the impact of the pandemic on routine immunisation and to prepare itself for the advent of corona virus vaccine. Besides the EAC-Immunisation Managers, the CoP will aim to pool together other practitioners of health supply chain as well as expertise from UN agencies like Gavi, UNICEF, WHO and UNFPA and reputable CSOs.

The idea was to have a closed group to encourage open exchange and to gradually include interested vaccine procurement practitioners from additional countries, as well as other relevant stakeholders and experts.

  2. Employer: focus on government stakeholders in Ministries of Health or Finance
  3. Partners: all intergovernmental and non-governmental organisations (IGOs and NGOs) supporting vaccine procurement

  • Private sector companies: should be accepted on a case-by-case basis
  • Vaccines suppliers: should be excluded
  • UN agencies and donors: are welcome
  • Academic institutions and consultants building capacity in vaccine procurement: are also welcome

Next step

Offering group membership, in addition to individual memberships, so that groups such as National Logistics Working Groups could become VPPN members. This could help with the issues of staff turnover and reluctancy to share on the network.

The Vaccine Procurement Practitioners Network (VPPN) is a network of senior-level practitioners and technical experts from middle-income countries who exchange knowledge and learn from each other’s experiences online and at face-to-face events. The network was formed following the first Vaccine Procurement Practitioners Exchange Forum (VPPEF) in 2015, hosted by UNICEF Supply Division in Copenhagen, Denmark.

Bienvenue dans le groupe de gestion du VPOm2!

Les ateliers GPEI sur la gestion du VPOm2 organisés à Istanbul en 2018 et à Nairobi en 2019 ont permis de renforcer les capacités d'une centaine d'experts en logistique de la chaîne du froid et en gestion des vaccins. Le but de ces ateliers était de renforcer les capacités des experts en gestion du VPOm2 lors des campagnes de riposte aux épidémies.

Un paquet de formation complet sur la logistique de la chaîne du froid et la gestion du mOPV2 a été mis au point pour équiper les experts / consultants et les points focaux de la poliomyélite à mieux soutenir les pays lors des interventions face aux épidémies de poliomyélite et durant l'évaluation de la réponse aux épidémies (OBRA) des pays.

Ces experts formés ont recommandé de créer et de développer une communauté de pratiques - CdP - spécialisée dans la logistique de la chaîne du froid et la gestion des vaccins VPOm2 . L'objectif de la CdP est d'échanger des connaissances, des mises à jour techniques, des résultats d'OBRAs, les SitReps, de nouveaux outils et directives, ainsi que les meilleures pratiques des pays dans ce domaine.

La CdP encourage l’intelligence collective pour permettre à ses membres de révéler leur plus haut potentiel et leur plus grande expertise grâce à la collaboration et à l’innovation dans le cadre d’une relation de renforcement synergique. Cette discussion de groupe offre aux membres de la CdP l’occasion de partager leurs expériences et leurs innovations. Dans les prochains mois, nous partagerons d'autres moyens d'améliorer la communication et la collaboration au sein de notre communauté.

Welcome to the mOPV2 management Group!

The GPEI mOPV2 Management workshops held in Istanbul in 2018 and Nairobi in 2019, enabled building the capacity of almost hundred experts in cold chain logistics and vaccine management. The purpose of these workshops was to reinforce the capacity of experts in mOPV2 management.

A comprehensive mOPV2 Cold Chain, logistics and vaccine management training package was developed to equip experts/consultants and polio focal points to better support countries during polio outbreak response and Oubreak Response Assessment (OBRA). 

The experts recommended creating and cultivating a Polio Response Outbreak Community of Practices – CoP – specialized in mOPV2 cold chain logistics and vaccine management. The purpose of the CoP is to exchange knowledge, technical updates, OBRA outcomes, SitReps, new tools and guidelines, as well as best practices from countries.

The CoP fosters collective intelligence to enable its members to reveal their highest potential and expertise through collaboration and innovation in synergic nurturing relationship. This Group Discussion gives the opportunity to CoP members to share experience and innovations. In future issues, we will share additional ways to improve communication and collaboration among our community.
