POST 01138E : VACCINE STOCK MANAGEMENT 11 August 2007 ____________________________________ Vaccine_stock_management:_Guidelines_on_stock_records_for_immunization_programme_and_vaccine_store_managers_(WHO/IVB/06.12) WHO recently published a new document on vaccine stock management. The document was prepared and written by Dr. Ahmet Afsar and Dr. Ãœmit Kartoglu. It is developed to assist countries in improving vaccine stock management practices in accordance with the WHO-UNICEF Effective Vaccine Store Management initiative. Since its first draft in 2003, it has been reviewed by many individuals. Both the manual and electronic versions were field-tested for validation purposes in 2004-2005 in the North Sharqiya and South Batinah regions of Sultanate of Oman, and the Gezira State of the Sudan in coordination with WHO EMRO. The system was also tested and is now used in the Central Java and Yogyakarta regions of Indonesia with assistance from the Program for Appropriate Technologies in Health (PATH). The revised version of the system was introduced in Kosovo in late 2005 in coordination with UNICEF. The manual was prepared in support of the WHO-UNICEF EVSM initiative to help immunization programme managers and responsible staff at the primary and intermediate storage facilities with a standard stock control tool. It reviews the information to be necessarily recorded and provides standard approaches in the recording and reporting processes. It also provides examples on how to fill in the forms recommended in the manual. The manual includes both manual and computerized versions of standardized recording and reporting of all stock transactions. As indicated in the Model Quality Plan of EVSM initiative, preferably this is computerized at the primary level. The electronic version of the suggested tool, along with the electronic version of this manual recording forms and reference materials are provided in the accompanying CD-ROM. The document also brings clarity to the long-debated definitions on TechNet21 e-forum such as safety stock, minimum stock, maximum stock, re-order level and stockout. As indicated in the manual, the terms referenced in this document are commonly understood definitions used in many supply management systems. Some national systems may apply a different terminology for similar concepts, but WHO ENCOURAGES ALL TO ALIGN THEIR DEFINITIONS WITH THESE INTERNATIONALLY-RECOGNIZED PRINCIPLES AND TERMS. The document is currently available only in electronic format. Once the hard copies with the accompanying CD-ROM will be available, we will announce it on TechNet21.
