Ressource WHO Cervical Cancer Prevention and Control Costing Tool (C4P)
Objectif The purpose of the tool is to assist low-income and lower-middle-income countries in costing and planning cervical cancer control strategies. Applicable only to HPV Vaccines.
Contenu The WHO Cervical Cancer Prevention and Control Costing (C4P) tool has been developed specifically to assist low- and middle-income countries in planning cervical cancer control strategies. The tool has been built in Microsoft Excel and consists of two independent modules. Both modules generate financial and economic costing estimates for programs, either to project future costs or to retrospectively evaluate program spending. The costs are broken down by cost activity components. HPV (human papillomavirus) vaccination module. Cervical cancer screening and treatment module. The HPV vaccination module is used for estimating the additional resources required to introduce HPV vaccine into an existing immunization program for a five-year scale-up. The cost output is displayed in terms of total costs and costs per fully immunized person. Both introduction and recurrent costs are available to assist program planning.The cervical cancer screening and treatment module estimates additional resources required to add cervical cancer screening and treatment to an existing health program, and provides estimates of cost per screening or treatment service over a five-year period. The WHO C4P tool provides access to transparent underlying calculations and assumptions.
Utilisation Requires user input. This is required in order to produce the estimates.
Contraintes/Limitations While there is guidance through out the tool, a separate user manual is not available yet.

Si disponible, notes sur le processus de développement A precursor of the HPV vaccination module was successfully field tested in the United Republic of Tanzania and Rwanda (Hutubessy et al., 2012; Ngabo et al., 2015) and then refined following a workshop attended by representatives of five WHO regions in 2011. The refined tool was reviewed by the Immunization and Vaccine related Implementation Research (IVIR) Advisory Committee in September 2012 (WER, 2013).
Major updates in both modules have been implemented in 2019 and a modified tool has also been field tested in the United Republic of Tanzania and Morocco in this same year. The tool continues to be updated in response to feedback from WHO consultants and other users.
