From time to time Technet has been concerned with radio communications - particularly for the management and support of remote or difficult access health services. Today the MOH in Newly Independent East Timor needs to make the technical decisions to enable the establishment of a health radio network. Marcia Rock, WB, has posted her colleagues request for help on the technical and user issues. Health radio networks operate well in some localities and fail in others. The key issues are the choice of system, ownership and operation, installation, user training, maintainability, and maintenance. If anyone has experience, good or bad, that could guide us, we would very much appreciate it. LACK OF COMMUNICATIONS. As you know, the violence after the vote for independence from Indonesia in September 1999, was extensive. I don't know what telecommunications were like before, but there are now very few land lines for telephones - except in urban areas. Cell phones do not work outside the capital. Various forms of radio and satellite communication are used by the UN, NGOs etc, but there is no uniform, comprehensive system, and there will be no nationwide system in the near future. The country, though small, has areas that are cut off by mountain ranges, and in the rainy season by flooded rivers and washed out roads. Electricity supply is non-existent in rural areas, and available only for a few hours a day in more urban areas. Needless to say - communications, and an alarm and transport system - are poor. Options: a) hand-held HF radios, b) fixed installation VHF radios, c) a mixed system The HF radios offer flexibility, but lack range. Repeaters would have to be placed on mountains, and require electricity. The VHF radios have range, but need a power source. A possible solution is small solar panels. * Any Experience? * Does anyone have experience in similar situations. * What has been tried? * What are the obstacles - technological, or use? Title: Statistician Grade: P.5 Official station (country): Harare (Zimbabwe) Organizational Location/Unit: Regional Office for Africa (AFRO) Division of Health Systems and Services Development (DSD) National Health Information Systems (HIS) Objectives of the programme: To help Member States to develop and strengthen data support for the management of health systems, and to collect and analyse data to evaluate their performance. The successful candidate will: under the supervision of the Director, Health Systems and Services Development (DSD): to prepare and implement the regional (HIS) programme, to monitor and evaluate its implementation; to promote and assist activities to strengthen national health information systems, and in particular to help to strengthen countries' capacity to produce and utilize management data and data for decision-making at the different levels of health systems, and for evaluating performance; to help to prepare the regional world health report. Qualifications Required: Education and Skills: Postgraduate qualification (or equivalent) with a specialization in epidemiology or statistics; a certificate in evaluation of health programmes would be an asset; good knowledge of and confirmed epidemiological and statistical skills; skills in the methodology of health data-collection, processing and dissemination; ability to develop, organize and evaluate health information systems; ability to maintain good working relations with governmental and international officials; ability to maintain good working relations with persons of different nationality, education and culture; skills in health systems management procedures, research methodology or computer techniques would be assets. Experience: At least 5 years' experience at the national level and at least three years' experience in international cooperation for the development, organization and evaluation of health information systems for the management of health services; sound experience of the development of health information procedures and management tools and of the use of data for management and decision-making; sound experience of the developing countries, particularly in the Africa region and of staff training would be assets. Languages: Excellent knowledge of French or of English, and a working knowledge of the other language; knowledge of Portuguese would be an asset. Annual salary (net of tax): US$ 62 014 at single rate and US$ 66 753 with primary dependants. Post Adjustment: 24.5% of the above figures. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
