STANDARD PERFORMANCE INDICATORS FOR VACCINE STOCK MANAGEMENT

This paper proposes a definition of a set of indicators for national immunization programmes to monitor performance of their supply & logistic system, Every manager needs indicators to detect falling performance and to take action but performance measurement is critical in the management of third-party service contracting. The indicators proposed here have multiple functions for managers, depending on the level of the system from health facility and outreach delivery, through sub-national and national stores. For the national immunization managers, the proposed indicators provide a framework to describe key aspects of supply chain performance, especially related to coverage improvement.The indicators are also a critical element of the GAVI Alliance Supply Chain strategy (in development) to support both performance monitoring and help direct technical support to national immunization programs. It may help the national-level managers decide on the optimal supply chain modes and service providers, if data to generate these indicators can be routinely generated out of system operations.
