Budget process bottlenecks for immunization financing in the Democratic Republic of the Congo (DRC)

•Excessive use of off-budget procedures and interference from ministries are critical.

•EPI implementation and vaccine budgets face bottlenecks during authorization phase.

•Results signal the need for more efficient procedures of financial management.

•Focus should be given to restrain the excessive use of discretionary procedures.
